So I have been playing SnB IB and trying to build a defensive build but one that can still kill WEs and other squishy classes when it has to. I have been slotting toughness 4/7 slots with toughness to the point where it is about 715 unbuffed. I have the remaining talis in strength so that it barely tops 300 unbuffed. My question is whether this build is still tanky enough? I wouldn;t mind going full toughness tali but would having a low 200s strength essentially mean I am slinging a wet noodle at those mdps or could I still be useful?
Or should I just give up on the "shield wall of Gromril" IB fluff and go 2H Lol?

A level of 300 strength is not enough to worry a squishy target especially when you have minimal sword and board spec damage oriented abilities. If you want to take out squishes without being best in slot and renown rank 50 or 60 + I would suggest going 2hder. Otherwise, let the dps do their job, support them as best you can.
With the high number of toughness you will be tanky, your next point is to address the chance to be crit, associated with your initiative value, if this is not low, no matter your toughness and armor you shield you will stall takes considerable damage.

If you want to be a good killer of squishies, roll a dps class, WL is recommended for squigs and shamans, if you want to be a good IB, go s&b, maximize your block rating, dodge, disrupt, parry and guard a dps.

Folks will often refer to, "sweet spots," and I believe from experience that 400 strength is the sweet spot for sn'b. You are after all a guard bot if you tank correctly. But if you can't land your **** you are only half of a class. You should give damage a short shrift because as we all know we aren't dps.
On the other hand full deftard is not desireable because your guarded mdps will almost always die before you, so this also points to a sweet spot for defensive stat. From what I've found by the way mitigation works deft defender is your best bet as far as renown. With hold the line and full deft defend you will be almost immune to ranged i like wounds over tough, but with a pot you want 400str and build from there depending on gear.

if propper healed, stack avoidance is definetly better than stack endurance in general, tough no you cant go around naked but with a big shield to block all.
As ib if you want go def primary stack block and dodge/disrupt, dont know how much parry you should have as block based tank, since you have a 25% buff just 10 point in parry and some other itiem should be enough for a 40%; that + like 30% block should be enough
(do not trust characater stats menu when looking at block/parry/dodge/disrupt, if you are new you need to know that those stats are loaded with some % from wep skill, initiative, willpower which count only in pve and are totally ignored in pvp. SO count only pure x % of something when calculating your defense: exemple hold the line or any skill or itiem which give x% of something. In addition for this reasons totally ignore block rating on shields look at theirs stats only.)
