alt 1-4 on my newest characters wont work

So I've been experiencing an odd issue. On my newest bunch of characters alt 1 - 4 no longer triggers the ability held in those bars. I can mouse click them and set them off, but alt 1 - 4 no longer triggers. My older characters can use alt 1-4 just fine. On these newer characters I have tried disabling all mods thinking one was somehow interfering, no success. I've tried re keying the ability on it's original key, no help. I've tried keying bar 4 as my alt row rather than bar 2, I ended up with the same issue. I cant think of any software I've loaded recently, so that kind of interference doesn't seem to be the issue. I have a programmable mouse and keyboard (Logitech), but I cant imagine why the error would only occur using certain characters if the issue were my input devices.
I've asked in both advice channels a number of times, most people seem as lost about the issue as I am. I've gone through the first several pages of this forum, and tried a search for the issue, to no avail. If I've missed the solution elsewhere I apologize, but right now I'm lost and was hoping for a little assistance.

Heya bud I have experienced the same issue you are having from time to time. I experience an inability for keys binds to work on various hot bars, usually bars 2 - 4. My solution has always been to log out safely (let it take 20 secs) and then quit from character selection, close everything associated with WAR, I.e. The launcher and folder it is stored in and re-open everything using admin privileges like always. This generally resolves the issue, hope it helps.
