Optional permanent lockout that may be opted into once all characters from one realm are deleted. Confers a 20% xp/inf/rr bonus to all characters remaining on the account.
All character names using the permanent lockout to be prefaced with a + as an indicator of their hardmode realm-pride. (ex. +Wargrim)
These accounts would be bound to a single PC, which would make households that share a single PC incompatible with a permanent lockout, and impossible to play from another PC without GM approval/review. Perhaps a player-based bind/unbind mechanic on a 1 month cooldown.

Standard accounts soft-lockout of 8 hours (with a 5m grace period on logon) that incurs a chickening on anyone attempting to RvR while locked out from that side. This could be displayed as a persistent debuff on any character from the locked out faction. This would allow someone locked out on one faction to PvE and run Scenarios with the opposite faction.
+1 Grim my man, this would be the best thing ever if we could have it implemented.
"Everyone and their dog too" that wants to play both factions will want to have 2 separate "hardcore" accounts for this rr bonus.
I know it's kinda obvious but just saying.

Ofc but as stated before multiple accounts are technically not allowed and may end up causing you to loose both in a bad situation.

People don't seem to be able to read. Wargrimnir's idea wouldn't severely punish households where several accounts use a single computer because the realm soft-lock (which would be forced onto everyone and default) would only be bound to accounts and not computers. The only drawback for such households would be the inability to use the optional hardlock (that gives RR benefits).

The optional hardlock would be bound to computers AND accounts, so players would be unable to have 2 hardcore accounts to reap the rewards of double the hardlock bonus. Not without some hardware spoofing but I'm sure that the RoR team can figure out a way to make that a bit more difficult than just running a HDD spoofer so that the general population would be technically limited in that regard and the rest of the offenders could be wrangled by the GM team.

People can read just fine. Wargrimnir's idea looks like it is in the "carrot" category but it is really just a hidden "stick" where if you don't commit to one side you get a 20% xp/renown penalty compared to all the single side playing people (or those who know how to spoof the system). And it does nothing to help address realm population imbalances and may actually exacerbate them.

There has been no lockout proposal that has been put forth so far that was not tried on live in part or in whole. Lockouts on live did not stop the ultimate Xrealming of city farming and may have even helped make it worse.

At its core, the Xrealm problem is derived mostly from people wanting to make as much progress as possible on their characters for a "reasonable" amount of effort. If you can't progress for a "reasonable" amount of effort (which varies by person) you go do something else e.g. flip sides or play Stardew Valley.

Any carrot is a stick for the person not receiving it. It's just a nicer friendlier stick.

Just as i wanted to suggest a debuff for xrealmers instead of a buff for non-xrealmers.*

You just didn't only describe the reason why the problem exists, but also why major parts of the community won't be pleased with any change, regardless what it might be. This means total freedom for devs, hooray!

* Imo renown gain is fine (without factoring in the temporary RR40+ debuff).

special reward for "losing" side

omg
they spend as much time in the game as the winners, do you really believe that you don't deserve a reward for defending a zone in 40vs60 situation for an hour and finally losing just becaue enemies got more reinforcements? they provided a fun for opposing side at cost of their own time

when a reward in game is purely cosmetic like, say, in Dota2 then its perfectly OK to make it winner exclusive

but when a reward provides a resource that is is vital and mandatory to progress through the game then every activity should provide this resource in reasonable amount, example: League of Legends

ESPECIALLY when the victory depends on as many factors as it is in WAR: amount of players, their gear, build, personal skill and experience, overall coordination and cooperation, presence of experienced leaders, presence of min-maxed groups and more and more

there's no way a single player can affect outcome of a war, and if this single player can see that their side is going to lose then there is no reason for him to stay on this side
you want him to stay? give him a reason

i repeat every time: "xrealming" happens because there's not enuough reward to incentivize players spending their time desperately defending in a lost war, if you want xrealming to go - provide a meaningful reward for stalwart defence when there's no chance of victory

do you people even remember that fun in this game comes not from rewards but from BATTLES? but as long as there's no reason to participate in a lost battle there will be no battles and no fun

please forgive my exaggeration, but i think its needed to emphasize my point

This would've been fine if there were more servers and players. As it is, it means that you will never play the other side without fully deleting your toon.

I think temporary locks would be fine, with a timer anywhere between 2 and 6 hours.
