It's a private free server, staff have no obligation to explain or justify thier decisons. Focusing on this will lead to circular arguments.

We asked for dummies, staff said no, thats an end to it I guess.

You are right of cause. But I always had a quite ridiculously hard time to take no for an answer with a very good explanation. It made school rather rough for me.^^

The thread should be closed to prevent any potential drama :)
It was a nice try though, we almost got it :D

Well, on a serious note now
As long as Id love to have a dummy to check out my dps on different setups I can only imagine how much drama and toxicity it could bring to the forums with the possible 'hard mathematical facts'. Poeple would be running back and forth trying to prove that class X is better than class Y. The problem is that this game doesn't have 100% mirror classes and is PvP focused. Any comparison of class made on dummy doesn't take into consideration CC/avoidance/group composition/specs etc. Also keep in mind the devs credo about not balancing the game on 1v1 (which dummy testing certainly is)

The only way it could be used as a reliable measuring method would be for PvE cases which don't even come close to the actual pvp gameplay and maybe to drill your rotations before jumping into pvp

People can understand that you cannot compare for example a wl and a sorc. One has actual defenses while the other damages himself when attacking. One is a melee, the other is rdps. But you can totally compare similar classes that has the same role! BW/sorc, Slayer/Choppa, etc.

Do you fear they also understand it is not good if BW can do more damage than sorc while having self cleanse, armor buff and actually good morales?

You can already do tests, get 2-4 guildies online on same voicecoms and go spank each other in abandoned zones like CW or Eat.
Training dummies just would make progress easier, so not sure why exactly an Alpha test server doesn't want to make it easier for players to test their specs and dmg outputs.

A random lvl 40 mob that has 100% outgoing dmg reduction, immobile and +10000HP regen per sec with 1m healthpool, how you levelling on something like that?

We know there have been ninja changes with certain "fixes" never been written down in patch notes, most famously Heavens Blade, WoP/BB undefendable endticks, BaL possibly?, WE Kisses altered with ICD and who knows what else... it's just tiresome organizing all the large guild gatherings so you can check one by one which ability or tactic has been ninja-altered.

Not really, even the closest mirrors - slayer/choppa have differences, one has access to flat 25% bonus crit damage, while other have increased crit damage based on health lost, one has strong ST-AoE skill (ID), while the other has AoE magnetlike something, one has spammable exhaustive blow for 2H dealing nice amount of damage and shattering shield while other have outgoing healdebuff with a 30s cd. etc etc. Not even talking about other skills that these classes differ in.

Unless you want to compare basic skills with no tactics up, then yes, it is doable (but quite pointless)

I agree with you szejoza, but I think something can be done. Because this way of seeing things (can't compare anything at all) halts the balance process, it's conservative I'd say. The worst part of this paradigm: it lets totally broken classes (hello wl) stay in the game with no acceptable argument against them.
