I would implement changes which was planned on live. AOE armor debuff/buff for party on the same enchantment with rezist buff/debuff. Group heal (wounds buff) enchantment. Also I would add 10% crit chance party buff/debuff to enchantment with stat steal buff/debuff.
Also give them AOE snare and viable knockdown( on lower position in tree). I would leave stagger to chosen/kotbs only.

Rp/Zealot got 6 sec single target stun and that is ranged.
So 6secs single target stun on meele wouldn't make much sense.
You can avoid aoe staggers with smart positioning, so I don't think how 6secs aoe stagger would be too strong on sm/bo.
And we shouldn't try to balance things around your lack of competence in dealing with staggers.

I was never a fan of staggers, 3 sec seems absolutely useless and in most cases just provides free immunity to root/punt, unless im understanding immunities incorrectly.
The problem with staggers is in the hands of pugs or casual players it is a very underpowered and essentially useless ailment. However in very high level play with people coordinating properly (voice chat etc...) stagger can become a very powerful thing.
Of course the game has to be balanced around the latter, but just an observation. There are many cases of this in many games, and even the opposite where a certain abilitiy is considered "OP" by the majority of players (casuals/pugs) but in high level play it is never seen or easily counter able by tactics/mechanics seen in that skill bracket.
As far as the topic goes, a crit buf and debuff will definitely help bring BO/SM closer to the meta. But it begs a question of just how central is crit to the meta, it seems to be a bit too much to me.

Other: I like the idea of giving them an ability that decreases crit damage of enemies and increases crit damage of Allies.
I believe, just decreasing damage would not be enough for a 6 man over the other tanks. The above mentioned skill will makepicking SM/BO vs the other 4 tanks a tough call.

I'd honestly like to see the longer duration stagger reintroduced, but my RvR mindset is from DAoC with 60 second aoe mez (stagger)

That would be a tough balancing act, if you make single target in Magus too good, it makes Sorcs pointless. Seeing Magus is a beefier class, with no backlash.
