When you debolster, are you 11 or 12? Currently low lvl toon's are Bolstered to 12. until lvl 10, and then it bolsters to 11 (least as I last remember)

Currently, you are bolstered up until you hit the max level for your tier. When you are max level at that tier, you are max level. When you exceed the max level of that tier, you debolster to less than the max level for that tier.

This is because debolstering was intended to prevent twinks from hanging out at the maximum power level for a tier. That is, you can't sit in Tier 3 at 31/31, with full Devastator and purple gear. There has to be a point where players advancing through a tier naturally can surpass players slumming it in lower tiers. On top of that, mastery/RR limits and gear-level requirements were linked.

I'm not opposed to unlinking them, so for example being in T3 would debolster you to 31/31, but you could only use up to level 28 gear.

For clarification, I do not wish to see super twinks, so I support restricting the usability of set gear in lower tiers (we should link it into an upgrade system instead). My point is that bolster is already so aggressive, and intentionally so, that the power gap between a new entrant to the tier and a person leaving the tier is much smaller. When you consider that item-wise, a player debolstering is actually the weakest in terms of power, because of having a gear level restriction without bolster bonus, and that they also have to mess with mastery and renown specialization to play in the tier, and that someone who levels out of the tier but still wants to play there can find themselves needing to shed their current gear to do so (had this problem on an alt with level 19 gear when I hit 22)... it seems too restrictive to me.

That sounds good to me (to be sitting at 31/31), I think that is what a lot of ppl would like to have and I think it would be good for the game. Devastator gear should be for Tier 3 not Tier 4. It's not giving those players any real advantage over the weaker ones as the effect echo down-tier so that those weak players are coming into the tier tougher and expecting to face real competition.
My opinion is that players in tiers with very little competition just breeds weaker players in turn.
Anyhow, with the Career and Renown restrictions in place that should effectively cap those 31/31 players, something that didn't exist before RoR came along.
