Fix to City Queue

wtb a fix to city queue allowing an instance to still be available if pressing "accept" to city causes you to crash, or at least a more reliable method to rejoining a full wb already in city, first time this has happened, but with no fix really makes you SoL trying to solo queue on destro 1/2way through city already in progress, even GMs cant re add me to the ongoing instance my wb was in, gotta be something that can be done. (tried relog and the fated scenario macro)
