Well good thing you don't hand in quests there. It's a vendor.

That's the guy, but he doesn't take quests. He's a vendor. You buy the things with the tokens you earn from the quest. If you're trying to hand in a quest, go back to the questgiver you got it from.

If you're trying to buy the book and he's not working as a vendor, that's a little different.

Yes thats exactly what it is, unfortunately for some reason no one is able to click on him and we are unable to buy the Book
