T1 ToK unlocks

Hello.

It is possible for a rank 16+ character to get the unlocks for ToK from T1? I mean for example lair bosses. They are in RvR zones and as soon as you enter you are transformed into a chicken. And I think like this there are some more ToK unlocks in T1 RvR zones.

Will be possible in the future for a rank 16+ character to obtain them?
