You can buy it in the auction house or farm it from the Kelbrax lair.

No in AH in this time, but you remember if Kelbraxis and Festitt's Corslet's have equal apperance?

I think festit had a different appearance, but was ages ago that I played Kotbs, so no guarantee.

festit is some regular body piece, kelbraxis shares the skin with onslaught chest
