A 4.2k hit isn't a WC buff.
A friend of mine, when maximizing his damage bonus, was hitting 4150 with Fester (under normal circumstances, without the WC buff).
Your hits are lower now because the LoD set has reduced stats and the weapon's stats have been reduced.
