The procs can proc from aoe afaik. But what do you mean by ICD on procs? I mean they are procs which have a debuff that lasts for a duration. After the duration is done, if you hit your enemy again there's a chance to proc, so I'm not sure what you mean by ICD.

Think he means : can you refresh a proc on an Enemy If The debuff is running!

Some mdps got AP removals as their 6th bonus (the screenshots in the OP do not reflect all boni accurately anymore), furthermore: rng is rng, without ICD these could proc back to back in AoE situations, go figure. If that is the case, and theres no limitation in terms of ways to proc and ICD, these sets become surprisingly viable and potent in certain formats and as part of certain compositions.
