i think what dana meant: devs dont intend to make war into a non progression game like gw2 but stick to what warhammer original was.

old warhammer was sick game, where ppl farming empty City instances for 100rr gear, where on 32lv you could have full 100rr gear, because it was stupid pq system with chests and bags, the same Colosus, just someone come at end , do nothing and won gold bag!!! or farming TOVL and Tombs just for 4 itesm? and exploiting it, coz normaly it cant be done! that was Old WAR, or easy renown just from looser lock of last zone, what for we must fight?, we all get renown from nothing1, OR waiting in warcamps, defending mailbox!, a lot of ppl do nothing just wait for renown from zone lock!!!!
and farming stupid PQ witch give you complete useless items! PQ which should be great WAR pve system, were totally fail of that game!
That what you want again? that all mistakes which were in old game, should be here?

it really doesnt matter, its the devs credo (right now), to rebuild the original warhammer. With their limited ressources i dont think we will see fundamental changes to the game. (as i recall it, its even more difficult to reverse engineer the client, they mostly (only?) do database and scripting changes as these things are external of the client).

Yeah, vendor gear will give people a decent starting point.
T1 was always run a few city dungons, add talismans and you're twinked out.
So with no 40s to farm with it's going to be painful for now.
T2 you would pretty much get most of the stuff on your own and some of the INF rewards where pretty decent as well.
