Runic Blessings ressed but didn't ress?

So last night 4/13/20 approximately 830pm CST NA I slotted this tactic to try it out in CW ORvR. I was grouped with 2 IB 1 Engi 2 RP and me on my Slayer. I got smashed at a BO runic blessings proc'd and abilities were active but my character was laying on the ground. I could not move him or use any abilities and my health bar regenerated to full. I couldn't release, mount would activate but not actually allow me to interact or move. Enemy WB finally killed me via AOE damage which took a bit cause my RP AOE heals were healing me quite comical really. Anyway happened a couple more times so figured I would let you know about it. Not an issue for me the tactic is way too weak to be useful the animation takes too long and the enemy just puts your right back down before you can do much, but if others use it they may have the same issue.
