Help i can't get back on war

I refreshed my win 8 pc and lost the direct x 9 and it wont allow me to install the web runtime. It says i have it but i don't why can i not get on dose any one have the file. d3dx9_34.dll

Just put it in your game folder, and try loading the game again.
