Launcher Error and no Character Create

Hi. When i open the RoR Launcher and wanna login i got a Error but the WAR.exe still starts. There i can see Settings, Credits but no Character Creation or something.

The Error is here:

Run this program as administrator to rebuild performance counters, and try logging in again.

Hey I got this error and doing the rebuild did not fix it.
