Respectfully, you dont balance healers with each other by buffing the strongest healing classes (WP/Doks) even if its a minor buff that benefits the laziest players.

Overall I'd say the mechanic is working as intended and should not be changed. Salv WP/Doks arent suppose to be mobile healers and have the worst cc/kiting capabilities (but best armor) of all the heal classes by design.
