Afaik that doesn't work yet.
Edit: iirc champs had a chance to drop up to two and heroes up to three crafting mats. I don't remember if the chance for better crafting mats from champs/heroes was higher too.
Anyone confirm/deny?

On Live (at least until I stopped playing at the Skaven "update"), salvaging worked as follows:
Green item = white frag // CRIT green frag
Blue item = green frag // CRIT blue frag
Purple item = blue frag // CRIT purple frag
On RoR, you always get the same tier frag as the gear you salvaged, so as a result there is no need for a "crit".
Scavenging:
Champions and Heroes have an increased chance to drop blue / purple fragments.
Talisman Making:
Critical = same rarity, higher level.
Super Critical (special moment) with a blue or lower fragment = higher rarity.
Super Critical (special moment) with a purple fragment = keep the fragment and you make a talisman at the level that a "normal" craft would have made.
That is all my understanding, please feel free to correct me if I'm wrong, but I'm pretty sure I'm right in this case.
