[Assistance] Possible NerfedButtons relic causing ability locking

I started up the game again after a long break. I understand that Nerfed Buttons got disable (I had it active at this point), but not knowing this quickly learnt that all my abilities would be placed on CD as soon as I entered combat.

Since then, I have disabled, deleted all Nerfbutton folders, deleted my cache, reloadedUI, swap characters, restarted the game. But the issue continues. I've attached a screenshot below, showing that I both don't have the addon yet my abilities are still on CD.

Any thoughts on what it could be / how to fix?
