When the game was live it was the exact same issue except you couldn't do anything in t4 as a t2 or t3 player. You know what's worse than getting wiped in t4? Taking a year to get through t2 and t3 because no one plays it so sc's never pop and rvr is nonexistent.

We've already solved this problem, you just need to learn how to use bolster properly. It's not going to make you overpowered like you were at the end of T1, but that's a normal for a tier shift. You're coming in at the bottom, do what you can to make the best of it.
Wear gear as close to your level as possible, in every slot. This is the biggest problem new players in T2 seem to struggle with. Blue gear is not better than green gear after 3 levels. You NEED to upgrade often or your Bolster buff will greatly suffer for it. If you still have R9 weapons or a R10 helm, you're several levels out of range for bolster to significantly care about them.
Additionally,
Use Talismans in every piece of gear you can fit them. Even if you can only get Green talismans, they're better than empty slots.
Make sure you have buff potions running any time you do PvP. Also keep some healing and AP potions on you, these make a difference when you're in trouble.
Don't run solo. You just walked into the big RvR area, make sure you have a group. Make sure you can stick close to your group. Make sure you can fulfill your role while you're in a group. If you end up solo in RvR, there's very little that will help you in big fights.
These are the things that everyone else is certainly doing regardless of rank or renown or gear level if they want to be successful, and if you avoid doing this you will feel significantly weaker as a a result.
