Scroll/Camera Zoom

Hi

Just started playing and, as one does, I was looking through the game settings to adjust things to my play style. However, when trying to scroll down a menu it either goes all the way down to the bottom, or all the way to the top of the menu. If I want to stop half way it does not let me. So I tried to click and drag the scroll bar to the desired part of the menu. Nothing. Still forces me either to the top or the bottom of the menu.

So I tried it in other instances where you use the mouse scroll. The same happens with the chat window as well as the camera zoom (I'm either forced to play in first person or zoomed all the way out as far as it will go).

I can't tell if this is a bug in the game, or a problem on my end. If it is the later I would appreciate some help resolving this. If it is a problem with the game itself then I hope it gets resolved as it is very annoying to accidentally touch the mouse wheel and end up zooming the camera all over the place.
