[Sorcerer] Arctic Blast

Good morning,

One of the strongest complaints I've seen regarding the Sorc class is the inability to create distance/kite. It seems like a simple fix would be to remove the cast time on Arctic Blast.

To help balance it properly the damage can be reduced/removed but it would give the Sorc another snare to help escapability. Likewise, it still has a dependence on the target being cursed for it to work so it isn't just a catch-all, overpowered ability.
