Eternal cloak of the Everlasting

How does one obtain such a cloak?

I think eternal is lvl 35 blue world drop, so it's a random drops from PvE mobs with at least lvl 34? and players in T4 RvR/Scs.

Farming specifically for a world drop is near impossible and I wouldn't recommend trying it, just save up money to buy it... but i don't think those blue lvl 35 cloaks are bis for anyone. Most people use lvl 39 green 30/20 cloaks then transition into inf reward/purple AP/Lair cloak (2% block/parry).

Jaycub is right.
They aren't BiS anymore but they don't require a renown rank like the ones you buy from a vendor or get as an inf rewards- so with all the power leveling going on.....
