Ok, it is happening to me a lot in SCs, but never in PVE. I can have long spells with no AP regeneration. I just had one that was 30 seconds long. Five seconds is the norm.
This is repeatable...not just a chance occurrence. Having issues in SCs only.

Can you record some play? Might give us all a better idea of why it's happening. 30 seconds is outrageous.

If I remember right, AP regen starts a certain time after casting a spell/skill.
I think it was one global cooldown after starting the cast.
The regen is interrupted when you chain-cast another spell when the global cooldown is over.
This means spaming dots or hots will stop the regen, while 2sec casts will start the regen after 1,5 seconds - during cast time.
Melee chars who spam their instant abilities won't have regen unless they stop attacking but they still have autoattack. 2sec casts usually cost more than 25 AP so you WILL lose AP but not as fast as if you were using instant casts.

The article states the mechanism of AP regeneration - it is paused during the GCD, during a channel and during the buildup of a spell. Instant casts and build-up spells should handle exactly the same way, with instant casts being treated as having a cast time of 1.5s whenever a cast time is relevant to the game.Regen should start directly AFTER the cast of a build-up spell, but it doesn't. That's the issue.
Having a tick of AP regeneration as soon as a buildup spell casts would mean that the buildup abilities alone would effectively cost 25 less AP. If the developers had intended 5 AP Fireballs and Doombolts and 20 AP long cast heals for 450, they would have made the actual costs 5 and 20 respectively instead of 30 and 45, and put a massive delay on AP regeneration.
