If an organised 12-24 man wb can do some zerg-busting it would be good for the game and would drive the more hardcore players to play the underpopulated side if they could actually fight back with better positioning and tactics.
You can already do this. Guilds like TUP, CNTK and others do this regularly. You don't need BW/Sorc aoe to be overpowered, you just need a bit of organization.

Most people refuse to organize to this degree however.

There are always battles for small scale around the BO.
just pick right one that's far from main WB
and move to other BO if they're heading your way.
It's the tactic to split zerg.

Yeah you can already bomb effectively.. sure if you're outnumbered, you're outnumbered, but you can create good fights with a wb if the aao isn't too high (100%+)

You literally read my mind here........

Other solutions?
Get in a good wb. Alliance/premade wbs have been winning on the Destro side even when outnumbered. If you are trapped in an odd timezone you arent necessarily seeing this. If you cant get into a premade wb, get into an "organized pug" wb.

Yes I just said that.

Destro has some extremely gifted leaders like Ocara or Kabuterimon who somehow herd pugs into effective killing machines even when greatly outnumbered. Running with these guys lately has been pure awesome.

So special thanks to these guys. Their humor and skills seems to get characteristically better the more dire the situation. And lately its been pretty dire.

It's quite successful and i cant knock that.
As others have said the realm supremacy shifts occasionally. Currently the pendulum has swung to Order. However...

There are players on both sides who understand the in-game terrain is there for more than show. On three distinct occasions last night while roaming solo in Praag I had the entire Destruction warband ride right past me, some 20 to 30 feet away, and none of them ever saw me. The trick is using the terrain to your advantage, as there are locations scattered around the realms where you can hide an entire warband or maneuver that warband out of line of sight while approaching a position.

It appears to me most groups tend to ride right down the middle of whatever path is present. If all you are looking to do is find a fight then that will work. However if you want to maximize your potential to win that fight, your suggestion of applying tactics is appropriate.

It's a scale simulation of war.

Victory goes to the side with the most numbers in almost all cases. Individual engagements can be won by superior equipment/training (high rr, organised guod wb's), however numbers always dictate the greater conflict.

As long as winning provides significantly more reward than loosing, people will want to be on the winning side and the side with the most numbers will almost always be the winning side.

"Historical war document" :D of TUP arriving late to prevent loss of keep, but facing AAO and massive Order numbers for hours until we reclaimed keep and turned almost lost zone to victory. We had AAO for first 1h or so, then Order numbers started dropping. Makes me miss the days when you could win keep back and actually defend and turn around zones even after keep loss.

and that was when morals still were not nerfed and Shattered Shadows also landed without epic levels of disrupts

What was interesting, you had +200v+200 people fighting over a zone, almost no lags.

There are always excrptions, Rourke's drift, Agincourt, the Waffen SS on the eastern front, Alexander's victory over the Persians etc.

A well equipped, elite force can turn an engagement. But these are rare, there is only one TUP and for every zone TUP has turned how many where facerolled by Order's superior numbers?

When Destro doninated it was the same, a fee instances of guilds like CNTK holding out versus Destro zerg locking zone after zone.
