WL has too much utility for such high burst.

WL/SW and Mara/sh are "mirrored" with each other, but one side (destro) has MUCH more survibility and utility compared to WL/SW which is compensated by higher ST damage, which is useless in cities against decent wb's

This is really it. Tons of the utility of WLs is tied to a pet that will get deleted in a second and that half of people don't even use. Maras and mSHs are the utility machines.

Want to have the burst dmg from WLs, etc. lowered? Well then take away some of the utility and survivability of mSHs and Marauders, then I'm gonna be fine with it. Right now, the balance literally hinges on WLs being able to burst so well, while destro side has all the utility and CC suppression in the world.

Mara and mSH have more utility and in the case of mSH even better mobility. Its a gereral mdps problem and why melee trains dominate endgame.
As someone that is currently playing a shammy if WL didnt exist Id be practically immortal.

I assume you're a new player, and you didn't fight in big scale RvR/City.
The only viable spec as WL is the AoE build, with the no pet tactic. And he's still way behind the Slayer.

However, WL is one of the best (if not the best) 1v1 class, because of his high burst damage as you said.
But it's strong only in 1v1, 6v6 situations. When you begin to fight 12v12, bursting one guy down is not that useful as he got rez and you're useless for the next 10s.

I feel you tho, from lvl1 to lvl39 I was destroying everyone. At lv40 RvR it's not the same ...

You never played WL that's obvious. The only viable spec endgame RvR/City is AOE (without the pet), and its DPS is behind BW and Slayer

The endgame equipment is obtained via the grind, the necessary item spiral to keep the player in the hamster wheel. The city may be part of it. But in the end it is only a means to an end. If the means is fulfilled you can finally concentrate on real PvP again. Away from homogenized groups that only focus on defined parts of the game.

Simply said, at some point you have your equipment - then you can leave the war camp again and beat the **** out of people. The way it should have been from the beginning and should never have changed.

But without the grind, many people seem to have no sense anymore. Play without progression, just for fun. Apparently not everyone can.

The majority of rvr is just one side steamrolling the other. Its very rare to see a fair fight in the lakes. City may not be balanced but thats the choice of the player on how they choose to queue.

Really wordy way to say, "yes u have to do city as end game and when u get your end game gear u can play how you want". You are basically agreeing that city is end game but complaining that u need city to get end game gear.

Even with full gear there isn't much to do away from homogeneous gameplay. U can solo SC, or solo roam lakes. U will likely run into 2/2/2 in sc sp have fun getting eaten by a premade. Solo roaming can be fun, but people very often run in groups. So u wpuld rarely get a "fair" 1v1
