It's a matter of getting the gear sorted, fixed, and added. Not even a matter of priority or desire. While the people many years ago collected a ton of data, through packet sniffing, the missing gaps need to be rebuilt by hand. It makes filling pq bags a very daunting task that none have volunteered for just yet. It also doesn't help much the pq loot is largely useless once you get to max level, and has limited use while leveling due to xp rates being increased from live.
