PQ Drake's Rest

Hi - I’m having a real hard time getting to this PQ, and I would like to try and finish the elve T4 epic quest line. How do you get there?

It’s a tower at the very southwest of DW. Don’t try to go through Caledor just walk south then west outside of the chapter camp.
