In the patch notes there was the following:
“[Bright Wizard and Sorceror]
- Flames of Rhuin, Flameshield, Daemonic Chill and Frozen Touch have had their cooldown removed (snuck out last patch)”
There was some explanation for some of the changes but saw nothing on this.
This change looks like buffing the two already highest dps classes and making an already need to have class even more required , would love to know what the thinking is behind this as this seems to be just aiding bomb groups which really don’t need help

Ok then this is a trivial buff and just an odd change as if I remember the view was that the CD was added to make the shatters have some impact.

It was a change long overdue, the 45 sec CD was implemented when frozen fury tactic made frozen touch proc at a 75% rate for the WHOLE group. Tactic was reversed a long time ago and buff cd was overlooked.

Daemonic chill still has 45s cooldown while frozen touch has no cd. Bug ?
