My question is:
What is the best starter way to complete gear at fresh 40lvl. For example 30+ start ruin farm, then weapon quests etc.
Could You please provide some information about it? i think it will be usefull for many new players.

which item sets from 30+ seems best for your spec (mercenary, annihilator, ruin, as they need around 35lvl/RR, or even Beastlord), then you can either farm and level on PQs if you need Ruin, it's the easiest way to level but you will neglect your renown rank. Get T4 epic quest as well to get weapons. It's pretty much the PvE way
If you decide to go for mercenary, then try running a couple of scenarios, your best bet is converting Conqueror Emblems to Officer Emblems in 1 to 5 ratio (whole set costs 410 Officer Emblems, but you can buy 2 pieces - boots and gloves rom Auction House, which leaves you with 340 Officer Emblems to collect or 68 Conqueror Emblems). Also with Officer Emblems you can buy very good 39/39 weapons/shields/offhands, which cost 200 Officer emblems for 1h and 400 for 2h (someone correct me here if I messed the numbers). It's quite an investment but these weapons in many cases are better than T4 epic quest weapons
If you decide to go for annihilator then it's quite easy to get if compared to merc. All you need to do is be active in ORvR. Whole set costs 259 Officer Medallions, and similair to the merc set, you can buy boots and gloves from AH, so you would need 210 Officer medalions for the whole set. You will get medalions from RvR kills, BOs defense ticks, zone locks. If you are lucky you can get enough of them in one zone lock (if you convert conq medalions and are active during fights, not simply afking at BO). The downside here is that you can't buy any weapon with medalions so you have to either get something from AH, or do the T4 epic quests or Lair bosses.
Both merc/anni way are good in their regard that you can convert medallions/emblems up from the lower tiers, so if you have spare recruit, soldier etc. you can convert them up to the required tier. With both sc/orvr ways you won't be neglecting your RR which is as important (if not even more) as gear. In any case, for previous paths you will need to buy some accessories from AH or hunt lairs (more info below) or get stuff from Imperious/Empowered warrants from ORvR bags
There is also another way of getting gear which is Lairs and Beastlord quests, Lairs give equipment with good stats, but not being tied to any set have no bonuses for wearing several Lair pieces. From Lairs you can get armor pieces, weapons and accessories (belt, back, jewelry - which are missing from previous suggestions). Beastlord Set might be hard to get, but it is quite good set for several classes and in many cases a BiS for certain builds.
There is also the Redeye set from Gunbad but it is more hard to get and require higher level to get into Gunbad and do the dungeon.
Of course, there's always an Auction house where you can buy pretty strong gear, most (if not all) gear from Lairs is BoE so people tend to sell stuff on AH. You can always mix several sets for more early bonuses. It's hard to tell exact way without knowing class or the spec you are aiming for. There are tons of ways and it's completely up to the player what they will chose
**you can also go full ghetto style, and buy greenies from vendors in capital cities, but I can't say I advise doing that^^**

With the changes to rewards it's harder to pre-gear anni before level 30 so ruin is probably the best bet once you are at a level to grind the pq's. Check out the stickies for tome unlock jewelry as all end-game is now behind a r40/rr41 wall.
Epic quests for a good start on weapons or you can go for the r34 and r39 SC weapons which are pretty good pre-subjugator.

Get a profession while you level so you can get a steady income from the AH
