Gaining influence in past RvR tiers

I remember hearing and reading that you don't gain influence when debolstered. I'm in a tough situation where one of my characters is about 50k exp from level 22, but I need another 2818 influence for the T2 inf reward in Empire. I'd really like that +2 ap/sec on ring, but I'm not sure that I'm even able to get it at this point. I figure my best bet is to be present during keep takes without actually killing any enemies (which is really counterproductive too, of course). Even then I'm not sure I'll make it.

Some people in game are saying that debolstered characters still gain influence, but I remember hearing the opposite. Can anyone confirm this? What about chickened players? Can you get influence from keep takes and such as a chicken?

When you grind enough rvr you always reach t3 influence at least I did when I only focused on rvr but don't worry about epic influence rewards they will be replaced in just a few ranks later which is quite sad lol by vendor gear and the next influence rewards, don't worry about it

Normally I would think that but I don't see a ton of jewelry with +ap/sec at this low level. I outleveled my rr because i do a lot of pve grinding for scavenging materials on this character!

I wonder if it would be possible for the devs to make it so gaining influence rewards in higher tiers would unlock all lower tier rewards.

For instance if you maxed out your T4 empire inf you would be able to get t1-3 inf rewards as well even if you never participated.

A better idea would be to increase influence gain in the lower tiers or decrease the cost of items. You should get the influence rewards by playing normaly before you leave a tier, i.e. mixing rvr with secenarios and perhaps even som pve.

+1 or +2 AP isn't a game changer IMO. AP management is part of the game. While those few extra points may help a little, they aren't worth debolstering for just for their sake.
