Rune of Serenity - should it heal people not in party?

I am wondering if rune of serenity should affect people that are not in your party/warband? Happend to me today that the rune of serenity jumped to some random guy who was tagget for RvR, changed me into a chicken and got me insta dead.

Description of the skill says it affects "allies", so by allies it means group members or friendly targets in general?
