Was talking about synergie with waaagh and this is 35% AA speed + 25% AA damage for the whole group, pretty sure the 35% for 2 dps 2 tanks outdamage slayers selfbuff

This suggestion addresses no issues and solves no problems.
There isn't any notable AP issues on Choppa, no more than other classes, and even such a big cost reduction would still not be worth spending rage on, coz AP issues are usually managed by group and pots.
Keep On Chopping in its current form is a bit underwhelming for an exhaustive, but completely changing it from AP restore to AP cost reduction doesn't solve anything.
There isn't any notable AP issues on Choppa, no more than other classes, and even such a big cost reduction would still not be worth spending rage on, coz AP issues are usually managed by group and pots.
