Reset Quets?

Can you reset quests so you can do them/it again?
(YES item was lost from the quest)
I know that reinbursing items is out of the question.

Item lost: Stalker Shoulders

I have been told before that they are thinking of making the quests repeatable, they just have to figure out a few things first.
