So I have kind of hit a road block. I am now level 16 on a few toons and feel honestly lost on what to do. I know there are WB's running around doing RvR and there are SC's popping at least a little bit for me (US West Coast). But I don't know if that is all I should be doing? Should I do quests and PvE content? I know the game is largely RvR which is great but I feel lost as to a clear cut path to level 40. I also don't feel I guess impactful as my gear is obviously trash compared to level 40's and rank 40 plus and I only have a hand full of my actual skills. Do I just grind this out and accept I am basically fodder for now?
Everything I have read says do RvR to 40 for badges but the few WB's I was in I only got a hand full of badges so it doesn't feel efficient. Thanks in advance for responses.

I always found that levelling through Scenarios feels the most rewarding. Would still recommend doing RvR to complete the weekly for Crests (I took the gold rewards until I had enough for my 60% mount).

First step at 16 is doing Sewers (Order) or Sac (Destro) to get that PvE set. You can ask around for a group or a carry (it takes literally 10min, hell i'll carry you, choose a character and send me a PM).
Then you'll care about War Crests, Renown and to a lesser extent Genesis Coins. How much so of each thing varies depending on your class. Choose one u like the most and go look for gear guides so u can figure out how much Genesis Coins u'll want to have by r36 (most, if not all, classes take at least two jewels so thats 20 Coins if i'm not mistaken).
Tanks do great with Full Conqueror set (used to be better with a mix of Redeye but now that they got rid of the cape, its rough), so by r40 you'll want rr45. SnB tank can go Full Conq into Full Sov no problem.
Healers do great with PvE gear. You get a nice powerspike with Vanquisher (rr58) but its usually AP sustain and survivability, so you don't have to stress that much about your Renown Rank.
Majority of DPS get their best lvling powerspike with 4 pieces of Vanquisher (rr57) and Sentinel (PvE gear). And its the class that suffers the most from lack of gear. So you'll want to do some oRvR as you level because it provides the best XP to RR ratio.
What to do to reach those goals?
If all you do is spam SCs, u'll be rr45 as you reach r40 and have all the crests you need, but no Genesis.
To join WBs as a lowbie, just wait till your class isn't completely useless. Do you have AoE stuff? You're good. You don't? Then do some more SCs untill you do. I was the 2nd best Healer on my r24 Shammy in a 100 or 200 kills pugband the other day. I have one AoE HoT, a group heal, and the best spell in the game (Sticky Feetz) and that was enough.

Thanks for the responses, game is awesome, and there's a ton to do so i think easy for a newbie to get lost when it isn't your more traditional themepark.

Doesn't seem like you received a real answer, just what to do at 40 and running sewers.
1- once you hit T2 you can access RvR lakes across all 3 pairings, join in keep attacks and defense and more
2- running sewers and then gunbad later on seem to be the main two dungeons and there are more at 40
3- there are lairs to experience, epic quests for each tier for each pairing and a lvl 1-40 super epic quest
4- make sure you collect red and blue tokens to get the gear you want, upgrading gear/weapons every 4-8 levels
5- explore and find all the amazing quests
6- run scenarios and fight with your faction
7- each camp has a bunch of scouting, keep defense/attack and travel quests that you can do for each pairing for easy tokens
A lot players rush to max level and then work on reknown. But RoR is a full MMORPG and there is a lot to see
You will be bolstered for fighting against higher rank players, but keep improving your gear, gain achievements, explore, RVR, scenarios, keep battles, quests, epic quests, etc.
Public Quests are a great way to get decent gear when you have a lower RR rank. Look for Mayhem set around low 20s. Then more as you increase level and rank.

I always have as a personal goal to hit r40 / rr45 with full conquerer set.
You can achieve this purely through scenarios.....but you also might need to do some RvR, as the xp from scenarios can get quite high. But if you purely do SCs and RvR, then you'll get enough war crests to buy every set on the way to r40/rr45.
Being west coast US, im gonna guess that scs will pop slowly, and RvR might sometimes be hard to come by.
So, the PvE route for leveling is a viable alternative. I would recommend:
1) Sac / Sewers to get the lvl 16-20 set.
2) Farm PQs to get teh mayhem set (lates 20s?) and ruin set (mid 30s?)
3) Farm other PQs for specific bits of gear from influence. Check the influence rewards in advance so you don't waste your time, but there are some nice weapons and jewellery available to fill in the gaps
4) In your late 30s, there's a bunch of stuff that is kinda worthwhile. There are epic quests that give you some nice weapons. There is the beastlord series of quests, you'll need a group and you need to do some PvP to complete them too, but the PvE portion is really easy with a grp. Then, there is Gunbad, a pretty easy dungeon with groups running all the time. This'll give you the Red Eye set, same level as conquerer. Check the wiki on this site for some walkthroughs on the epic quests.
So, if you find yourself hitting 40 but with a low renown rank, you can easily make up the difference with PvE. Once you've got Red Eye / Beastlord, then you can do city dungeons for the Sentinel set, then onto Bastion Stair for Bloodlord set. Somewhere along the line you'll get a set suited for your build!
I would still recommend focusing on PvP if you possibly can - it's both more fun and more rewarding! But it's not always available, so don't be too put off if you have to do some PvE. You can catch up on renown rank later if needs be. Just don't let your gear drop too low, whether it's pvp or pve gear, then you will get krumped!
Also, final tip: if you go to a warcamp and speak to a quartermaster, they offer a scroll that reduces XP by 75% in PvE. If you want to mostly PvP, but fill in the gaps with some PvE, this can stop ur career rank getting too high when you don't want it to. I tend to use these scrolls when im farming PvE when leveling up my crafting skills (butcher/scavenging) or doing PQs for influence rewards.
