new player (yesterday), quests doesnt work, older player said "server buggy today"?

hello community,

yesterday i played the first time; after trying 2 characters i had the same issue - can't "end" a quest / can't speak with the npc (questmarker above head, clicking on text-option -> no reaction); i questioned the chat and an older player answered me the server is buggy today - i searched the forum & news, can't find any hint - so is this a known problem? should i try this expierence just a other week?

There are some buggy quests. The dev team do a great job at tidying up as many as they can but the number is vast. If you find a bugged quest my advice would be to log it on the bug tracker https://github.com/WarEmu/WarBugs/issues?q=is%3Aopen and move on to the next one.
