Hello.

Sadly i first see now that the game is back online.

Is there any point in starting now? I mean is all lvl 40 or is there still low lvl people to do public quests with?

People play alts all the time so SC and T1 oRvR is fine but Public quests at low lvl Is dead if you play solo you have to do them yourself, or if you are really lucky find a partner. But to get to lvl 40 is not a problem and you will have a great time.
At 40 when you start your gear/RR journey get ready to die alot.

Personaly would recommend joining.

The devs have removed wired power level tricks but in place added x2 rr exp and do events as well as x2 rr exp scenarios so you can level at a good rate
Also compared to live the gear gap between best and easy to get is significantly better(by better i meal less noticeable).
Also balance is probably better than live, things to be done but that is always eye of the beholder
The devs weekly fix (and sometimes break) things , put in new things and carry the game on

Best thing you can do is join the community on Discord and have a chat about classes with players there, each can share their experience and it'll clear the path for you. That is if you're interested in the three roles and don't mind any.

If you prefer a specific role over the other, I suggest sticking to that preferred role.
