Carnage, Havoc and Mayhem Tokens

Hello.

As title says. Is there any possibilty to implement the tokens for lower tier sets, so they can be obtained more easily?
Just set the amount of tokens gathered from the bags starting from green. Not many people have luck to roll the gold bag.
I think that this will also increse the players eager to do the Tier 1-3 PQs.

Any thoughts?

Once there were thoughts about making the loot similar to ch22 pq, that certain zones drop only certain pieces of the sets. So you know, where to go in order to get e.g. the shoulder armor or shoes.
Plans for this might be dropped, I don't know.
