Rested XP bugged?

Is rested xp bugged? I have had rested xp showing on my xp bar for the last 3-4 levels when I basically should have very little. I've been playing the character each day since creation.

Anyone else have this issue? Not sure if its just a visual thing or if I actually get the xtra xp I don't want.
