Don't get something from a patch in the past.

I remember when the disrupt stuff was adjusted to what it is today and dots were made disruptible on a per tick basis the patch notes also stated that dot ticks would proc on-hit effects as well as stuff like the goblin's tactic for extra movement speed.

I don't think I've ever noticed any of my dots proc a warrior priest aura proc or a bright wizard's buff proc, or even proc stuff like centuries of training which is a similar effect. Did I misunderstand the patch notes, or was it just not implemented?

I'm pretty sure Volgo said that dots build grudge now, so maybe it's just some things and not others?
