Secure the Chaos Wastes

Hello! Just spent the past hour running about looking for the hand in for this quest. It states that I must go to a Garrison of skulls Harbinger whilst paag is contested to complete this quest and the map tracker does not seem to work to give a better clue of the hand in location. I've checked the Praag and chaos wastes warcamp, IC and the Garrison of skulls itself for this NPC and he does not seem to exist.

Has the NPC and extension quest been removed from the game since I accepted it? Or shall I put the missing NPC (If he is missing and I'm not just being stupid) Up on bug tracker.
