BG: general durability fixes

issues:
The bg was relased by a different team which also cross mirror some of his def tools really differently from other classes; this also translate in some tools requiring active actions (and so take more GCD) and/or either massive drawback for x or y to be used. Sum the issues, there are 3 main problems:

-hate pool is unbalanced towards drawback in combination with other def tools
-all def tools are less efficent compared to what you should considering to have, 1 or more not working stuff at the start of the fight
-all def tools are way too much active and also have way too many additional drawbacks

None shall pass
-BG do not benefith like other tanks from def channeling; because being the most active tank mean that the class have a pure drawback; moreover can be interrupted and get 30 sec of cd...
The BG have too many things to do as an active tank and he cant waste time channeling a panic button which also provide no buff proc like in case of sm/BO. Also is a 13 pt skill currently. The skill take the long CD from the kobs skill vigilance, it also share, pre path swap fixes with FoF similarities with kobs armor buff /vigilance in ap cost.

Anger drives me
Being hate based this tactic suffer and a lot for any of your action, this reduces his effectiveness by a lot since also BG have no other easy accessable or easy spec-able active avoidance skills.
Furthermore 30% is a value that on paper is pretty good, on practise it sit on a true value of 19-20% or even less due to up and down (so 5% less or more that what chosen or other tank can have istantly).

Terrifying Foe
The tactic is underperforming after cap is reached; his effectiveness get cut by half and this is bad because all other tanks in game which have skills/tactic which provide damages reduciton in %will have it stack in efficently at 100% in any situation, so even if the value need a tweek down is mandatory that it ignore the cap restriction some how or it get changed to fortitude for that same purpose

hate pool consideration
exept none shall pass, these tactics are hate based and their effectiveness is reduced when:
1)anytime a skill action which consume hate get used; in all case you loose defense
2)this is linked not to the hate cap pool or gain rate, but to each hate cost pool required for gain the buff from the skill/tactic; which are too high or offer not a better window of buff.
-if we divide the pools in sections an we would provide a efficent grade from the worst(as no bonus) to the best( as over bonuses) with the middle ground value being the best standard value of all other tanks (chosen/ib/sm have 25%); we will have that the BG sit instead on a: worst( no benefith), bad (low benefith), good as max ( what is standard for other tanks) division.
All of this to let you understand that the up and downb of the meccniac make these values not even close to the trade off of all the other classes (which in fact do not explode under focus as the bg does even for being equip with s/b). It's like this because the 30% of parry that he Bg have as max value is not stable and is more near to a 19-20% which is 5% less performing than a chosen and due to meccanic build time is even worst. Moreover debuff applied by bg are all cleanseable which mean you not also lower your def but maybe even for nothing.

SUGGESTIONS:
none shall pass:
-will became like kobs vigilance; istant cast CD 30 sec same effect as now.(maybe drop the value from 50% to 25%/30%)

anger drives me:
-it will provvide a 40% parry/dodge (2% every 5 points)

terrifying foe:
-the % of the buff need to not be reduced by stat cap or be considerate as fortitude for that purpose + it also need a new braket division and need to be automatic as the parry tactic

15hate=25%
30hate=30%
45hate=35%
60hate=40%
75hate=45%

why?
-the bg hate pool work very differently from the ib and so need a different approach: each time you consume hate you cripple your def, this way of thinking the drawback is totallly wrong for a tank, in no way a tank should get squigshy for do is base support job or at least not to that extent. These changes will reflect better than nature of bg meccanic that start from nothing and have a better values later during the fight.
-the tought tactic is the harder to balance because the currently implementaion have the pro that you can pre buff and then spend hate, later but call it skill or not it drive you insane and also have lot's of downside like :it requrie you to hit the enemy target by using a pve skill and a good part of the % can be removed if they cleanse your base tough buff (so some changes here are mandatory).
-the change to anger drives me to also provvide dodge is linked to A) is not a block based tank B) cannot go mono s+b in every build and it have not 2h def dedicated DMG reduction debuff/buff like it can be consider chosen's cripple strike.
-none shall pass changes are given for a 13 pt skill since force of fury is less powerfull but is more accesible to 2h BG.
-while these buff may seems huge , and they are, you need to take into account that they have heavy counter on enemy side; 2/3 of order rdps can debuff your dodge while 1/3 will be able to ingore your disrupt (bw); actually force you to put the malekit bulwark instead, and so all this build will have 15% heal less. The same goes for 1 melee (slayer ) which can both debuff 50% of your block/parry and also 100% of the time ignore it(yes BG itself can remove that buff but is not secure will be able to).
-tank have either def passive buff if they have active tool (look IB) or active def tool if they can pro passive their def buff, here the point of the fix goes in IB direction, in no way this make less skill the BG to play but rather more in line with other tanks.
-Even if all of this stack with hold the line, the active nature of BG make unrealistic that you will be able to use a channeling so often because you totally cripple your active role.

CONCLUSIONS:
The bg should be able to pass less time self buff itself and use more GCD to do his job, also the windows of the hate spent x defense reduction should be better and all his def in this way are cover as you should expect from a def tank if it's specced to be that.

Declining. Good BGs have no issues in keeping their Hatred up, and BGs can easily spec for super tankyness.
