One of the biggest issues for WP/DoK functioning as melee healers (Grace and Sacrifice trees) is the inconsistency inherent in their lifetap heals being tied directly to the damage dealt. As a healer, WP's need to be able to heal when it is needed, not when it's convenient. This is inherently at odds with their nature as a low mobility, melee range healer, as most encounters devolve into being swallowed up in a tar pit with nothing but tanks and guarded melee DPS for targets.
Between parry/block, mitigation from armor, absorb shields, guard, detaunt, challenge, being kited while snared (a bigger problem for warrior priests given their lack of on hit snare from Covenant of Celerity, but that's neither here nor there) and morale abilities like Demoralizing Shout or Immaculate Defense, the total effective healing from lifetaps is rarely above 50% of the original total, and frequently hovers down in the 20ish range. Add to that the occasional (or not so occasional) block/parry and absorb shields, and a lot of heals simply vanish.
Warrior Priest is a healing class. They're not a DPS class that has some self healing for survival, they are meant to keep people alive. Each of the 3 specs, at least in theory, ought to give different benefits while still fulfilling the original purpose of healing your allies. Salvation is already a complete and functional spec. It heals allies with a focus on group healing from a safe distance. The tactical advantage of not needing to be in melee to heal your allies is the benefit of the spec.
By that same logic, Grace spec ought to be no less effective a healer than Salvation. The benefit for Grace spec is providing your group with offensive buffs and some damage, though obviously not as much as a full DPS class. This differs from Salvation where the healer is able to stay out of range of enemy DPS and need not worry about their own survival.
One of the most impactful changes that could be made is to decouple the damage and healing portion of Sigmar's Grace and Divine Assault. Currently, when the ability fires, it checks damage against all defenses, returns a damage value, and uses that value to calculate the healing done. I propose that when the ability fires, the healing portion be calculated based on a flat value scaling with strength and reduced by healing debuffs.

We are declining all Dok/WP proposals atm. Aza has already stated that he has plans for these classes, but requires client control.
