I'd like to open a discussion regarding how strong this moral is when in comparison with destruction's off-tanks M2s coupled with the facts of the recent SM buffs making them to strong in the current meta-game.

1.
It is to good of a moral for M2 when in comparison with destruction tanks, in an already very strong tank class. Very strong when in combination with pounce, Order only.

2.1
100 feet range means no rdps or healer is safe from it - no counter-play, there is no pre-kiting it. Again mentioning that coupled with pounce, makes the perfect back-line engagement - again Order only.

2.2
The whole point of tanks being tanky, is the fact that they are generally slow, this moral not only gives them mobility, while at the same time removing mobility of the opposite team.
The argument of BGs/Chosens also being able to increase their mobility throughout the use of tactics is the very example of risk/reward, you spend a tactic slot and still need to stack disrupt in order to get it to be effective. While as in WoH you don't need to spend any tactic slot for it (and quite frankly its an M2 you'll always pick over the other ones - no build change) - & very much likely to be on demand since its only an M2 and with certain moral boost can go even quicker then that. All of this coupled with the fact that meta game is build around morals you get the perfect combination for back-line engagement.

2.3
If you look at all the skills to close gap and reach rdps such as Mara/WL M1, ChCh, pull/fetch, Charge etc, they're available for both realms and they've their counter-play such as giving immunity after ChCh, so if you did not finish your target then he will have immunity timer to open gap again and breath, there is counter play.. you blow offensive cool-downs and defensive cool-downs but with the addition of WoH in there, while not giving any sort of counter-play - you just destroy the balance and give a huge advantage against rdps to only one realm.
As an example of what I'm trying to say, watch Korze's stream in CW at the fight that starts around 3:57:00 where there is no option to any rdps when you combine ChCh+WL M1+WoH - you will make the melee be in range of the back-line for a long time and you can start all this by WoH from 100 feet range, while if you compare the BO aoe snare, he needs to go up to the target to apply it - which can be counter played by kiting and keeping your distance from him.

3.1
Possible solution would be to have the range decreased so rdps have time to react and keep in distance.
3.2
Other solution would be to apply immunities to whoever got hit by the M2 so that the target won't get instantly CC'd by the other tank that is on its way.

If we're discussing Flames of Fate, Ensnare, we should definitely be discussing this added the fact that its only available for one side.

SMs lack CC, being even worse than BOs who have a very strong, uncleansable & spammable AoE snare. Sure, WoH is uncleansable as well and has a 100ft range, but being a M2 means it won't be used that often, specially if you have someone morale draining the SM (like a BO, who can keep the SM at pretty much zero morale). Even if the SM is allowed to reach M2, destro should have their own M2s by then (BO/Chosen might even have M4!) to counter WoH.
