RoR Questions

I have been playing for the last few days since servers came back up and am still trying to learn and get adjusted to everything that is available in game to do. I played live for the first 3 years. Needless to say, some things are a little different than I remember and other things I'm still trying to figure out.

I knew that mount vendors were available in Altdorf and went there to peruse available purchases. First question, do you have to be in a certain level guild to have access to ALL available mounts? I am not in one yet and I noticed that 3 of the 6 higher level mounts are not able to be purchased. Is there anything that you are cut off from in game if you are not in a guild?

Other questions:

Does the cosmetic vendor work? What happened to the dyes that Mythic made available with one of their purchase packs? Are there any guides to these 'anniversary quests' and other content that the RoR devs have created? Are there no bankers/vaults? What is the current concept behind Ruin gear? It seems to be a big deal in RoR for some reason and I take it that earning it is done differently than live. I have read that CE faces have not been implemented into the game, but yesterday I was in Altdorf and a WP was standing on the center platform in the craft/trade market with the half skull face mask, so am I missing something here?

I just feel like, as a returning player, there is a lot here that I vaguely remember but the way in which you go about earning/accessing is different now. It seems like there are no guides out there that depict what is or is not available in game in its current state or how to go about pursuing the content that is.

If there is a thread that concisely gives an explanation to any of this stuff, I'd appreciate being pointed to it.

Believe the mounts were removed a few months ago. They are unobtainable by guilds too.

Cosmetic dye vendor works. If you are talking about the Barber, if you accept the changes and log out and in you will get a new face.

Anniversary quests were just removed.

Ruin is an easy to obtain t4 armour set which has no renown requirement. Obtained from PQs.

The WP was most likely a GM, whom are "testing" (so they say these) items. I believe there is no way for people to create characters with these unique items, but staff have been able to add them to pocket items.
