Hyperbole. I leveled all the classes to t4 (never used the book) and din't see "tons" of AMs or SHs twinks. Sure, there were some that were a pita if you encountered them 1v1, but if you have bad gear it is generally a bad idea to be soloing in the first place anyway. However, this didn't happen that much; most people twinked in T3. And pretty much everyone was able to farm LotD for weapons and a backpiece+jewel combo. Not to mention many people stayed there until at least rr70 (Worn Sov) therefore entering T4 being competitive and not just cannon fodder for all the 90+ "pros".
TL;DR: The book was awesome for new players.
And both sides balanced each other; i had a Magus with LotD shinies (nasty damage bonus) and i would always focus enemy twinks first (and they would focus me as well). Fun times.
