as there is no condition actually named retardation it is not a direct form of discrimination towards any particular handicap it is a general term used to denote diminished mental capacity which clearly racists in general suffer from there is a difference between being politically incorrect and shouting "HUR DER NI**ERS"

Sidenote: I've worked as moderator in huge online project for several years and moderation rules made by developer were clear: both N-word and R-word were bannable punishments. N-word for longer time, R-word for shorter time. Be careful!
