Ive never had issue with this Mechanic and i actually like that none of the Best plan Abilities dont cost any AP so that is the reward of this "mechanic" but yess IB has very nice dps scaling with grudge, even though IB still needs to slot tactic to get Grudge on hit which BG gets for free. The BO mechanic is annoying and does not reward the player in any way.
Well people cried and cried and they gave dark protector to BG but didnt give IB same treatment which is not needing a tactic slot for getting grudge on hitting enemy. This is obvious oversight imo
