They already added entirely new cities and have made a number of other good bug fixes and improvements in the past. (Like fixing the falling in place bug that existed on Live for many years.) When it comes to increasing player retention, which probably most of us would be happy to see for bigger and better fights, even normal players like us can help.
Guiding new players, inviting them to active guilds, helping them learn the game, building more pages on the Wiki or making guide videos - all of these things are good and you don't need to be a staff member to do them.
