My experience when lvling chars.

All chars start out with a huge buff, lvl1 chars receive the highest initial buff to stats.
As you lvl your char within the brackets, you gradually become weaker.
Each tier you receive the highest buff for that range.

If you put on a ton of talis at lvl1 and fairly good you will be Op
As time progresses you may notice a huge decline in effectiveness.
Save some of your tali slots to make up for the decline.

Some classes are more effective then others early game.
lvl 15/20 is a good idea of your chars balance.
